E. Stewart Mitchell, Inc. was founded as a proprietorship on October 1, 1941. Its purpose was to engage in the application, marketing, and transportation of all types of liquid asphalts. It also performed in asphalt road construction and asphalt surface treatment.

Liquid asphalt is a derivative of the oil refining process. To the layman, it is the glue that holds blacktop together.

Working in Maryland and Virginia during World War II, largely on state roads and military installations, the company succeeded through the 40's, 50's, and 60's to enlarge its market area to include Delaware, Pennsylvania, West Virginia, Virginia, and the District of Columbia. Its customer base included hot-mix asphalt paving contractors' manufacturing plants, and the application and transportation of all types of asphalt products. Its customer base continued to include federal, state, county, and municipal agencies and general contractors as well.

From 1945 to 1980, a sister company, The Bituminous Construction Co. engaged in the hot-mix asphalt paving business, mostly in Maryland with some activity in Delaware and Virginia. Its landmark projects included Baltimore's Friendship Airport (now BWI) in 1947-49. The Cecil County portion of I-95 was paved by BCC in 1963 and widened in 1969-70. BCC worked on many other major projects throughout Maryland. The company was sold in 1980.

Our founder, E. Stewart Mitchell, passed away in 1968. He was succeeded by his son, Barton S. Mitchell.

A major hot-mix asphalt paving firm is an affiliate of E. Stewart Mitchell, Inc. In 1976, Bart Mitchell and Bob Surface founded Superior Paving Corp. Superior today with Ron White as President, is the leading asphalt paving firm in the Northern Virginia Region.

Another area of emphasis to the companies that continues today is involvement in industry organizations by both principals and management. This activity is viewed as our contribution to the advancement of the industries in which we are involved, and as such, it is rewarding to both the organization and to the individuals that participate. Continuity and succession have always been a major part of the philosophy of this group of companies. There are numerous instances of second and third generations of customers, employees, and suppliers.

In 1989, David C. Mitchell, E. Stewart Mitchell, Inc.'s current President, joined the company full time. He successfully moved through a series of positions and was appointed President in January 1997.

E. Stewart Mitchell strongly believed in the constant building and maintaining of long-term relationships within his organization and with his customers and suppliers. We continue this emphasis today.

As the company enters the new century, it moves into its seventh decade as a the leading marketer, transporter, and applicator of liquid asphalts in Maryland and the surrounding states.
